In the interest of full disclosure, I am a previous colleague of the author and received a free copy of How to Analyze the Budget Bill Without Swearing like a Sailor with the expectation that I would offer a review of it. I found the ebook to be straightforward and informative. By straightforward, I mean it got right to the basic and foundational information that one needs to work in state budget. This relatively easy read delivers an overview and appropriate amount of detail to give one a good foundation and quick start to learning about the state budget. Before reading, I had an understanding of how the budget bill gets enacted, in general, but this little book spells the process out, and gives explanations of many things that you don't usually see defined, such as the long sessions, the short sessions, how the General Assembly is structured, differences between session law and statutes to name just a few. It's not possible to list all this book covers, obviously, and there is much more useful information, but I will add that the book also gives the exact location (webpages) to find budget bills and other resources. I see these types of things as being foundational, and therefore, of the utmost importance. I know I will appreciate having these details in writing to refer back to as needed. I will add that the author used the perfect amount of lightheartedness in her writing style which kept a not exactly riveting topic from being far from dry and boring.
